The IFC provided aid to the Haitian Government in order to define and to implement a concession for major Haitian airports. To undertake this project, the IFC contracted different consultants in various fields (Technical, Financial & Accounting, Legal, Environment & Social, Human Resources and Public Relations). AETS was selected to provide the Environment & Social Consultants. Two AETS experts performed the assignment with the support of local consultants.

 

There were three visits to Haiti, the first was for the kick-off meeting where AETS met with the national authorities and other consultants, collected useful documents for the mission, and recruited local assistance...

 

During the second visit to Haiti, our experts conducted field missions and coordinated local assistance. Their objectives were to review the needs of waste water treatment (quantitative and qualitative analyses, sludge analyses…), of drinking water treatment (quantitative and qualitative analyses), and in term of air quality (emission inventory), and to review the contamination of soil and groundwater (identification of potential polluted places). In addition, our experts took into consideration noise levels caused by airport activities, other environmental liabilities such as asbestos or solid wastes and social aspects. The Social Expert conducted meetings and identified current and future social issues in order to set up a systematic dialogue between stakeholders and to gain inhabitants’ confidence.

 

During the final mission the experts participated in the environmental and social evaluation of offers. Throughout the preparation process for the call for tender, our experts provided assistance to IFC in the drafting of Terms of Reference and evaluation of offers.

  • Recommendations for possible solutions which could mitigate the identified environmental problems

  • Assistance during the call for tender regarding the implementation of a concession for managing Haitian airports (drafting of environmental/Social parts of Terms of Reference, evaluation of offers...).
