The two projects Urban Sanitation Project in Kinshasa (PAUK) and Project maintenance and rehabilitation of road infrastructure in the DRC and to improve urban sanitation in Kinshasa (PARAU), whose urban sanitation component is a continuity of the PAUK activities, are funded by the EU with the aim of improving sanitation Kinshasa.
AETS performed the final evaluation to determine whether PAUK objectives and outcomes specified in the financing agreement had been met effectively and efficiently. For the sanitation component of PARAU, AETS was asked to perform a mid-term evaluation to ensure the appropriate development of the project and potentially suggest modifications based on the final evaluation of PAUK.
Based on these results, the team provided, in particular:

An assessment of identified problems and objectives

An assessment of the relationship between the activities and outcomes of programmes

An assessment between programme outcomes and specific objectives set out in the financing agreement

An assessment of the sustainability of the activities and results of the programme
Finally, the team worked to identify the strengths and weaknesses of the programmes (PAUK and PARAU), both in the organisation and in the execution to make recommendations, adjustments or improvements in the implementation of PARAU.

Evaluation of the technical and administrative aspects of PAUK and the sanitation component of PARAU

Verification of quality technical achievements, the adequacy of the solutions with reality and achievement of sustainability measures and the degree of ownership of the results of programmes by local institutions

Report on the activities and actions of the programmes, monitoring results and any changes in the programmes and their financial impact, and since the implementation of the financing agreement

Analysis of the current position, the nature and consistency of the actions taken and the results already obtained on the impact on beneficiaries

Comparison of the results of the analysis with the objectives of the programme, for the purpose of equilibrium.
