Technical assistance assignment to the Comorian Government to analyse the relations between the Ministry of Public Works and the private operating company in the fields of water and electricity. This project was based on evaluations of (cross-) sectoral policies and was mainly composed of macro-economic, institutional, technical and legal studies. The project focused on:

• Legal, financial and institutional aspects, with the revision of the signed agreement governing operating modes

• Strategy and policy development in the fields of water supply and wastewater sectors as well as for what concerns urban environment (including waste issues)

• Application of the agreement for operations and investments

• Monitoring and audit of the rehabilitation programme
