The feasibility study analysed the current situation of the Waza National Park (WNP) from the following perspectives:

  • Natural resources, biodiversity and conservation status

  • Actors involved

  • Socio-economic activities of the Park’s municipalities

  • Park’s infrastructures

  • Tourism strategy, what is on offer and the evolution of visitor trends

  • Revenues and economic situation.

 

The study also made an analysis of best PPP practices in African National Parks and incorporated these with regards to the conditions of success for the WNP. The economic and socio-environmental impact study corresponded to the consideration of the relationship between the implementation of the WNP PPP and local residents. In line with the Growth Sectors Competitiveness Project Environmental and Social Functional Management Framework, this involved:

  • Identifying and assessing the economic, social and environmental impact of the various proposed PPP options

  • Describing the components that may involve restricted access and/or use

  • Determining the eligibility criteria of affected persons to qualify for mitigation or compensation measures

  • Defining the mitigation or compensation measures

  • Describing the process for resolving any disputes and claims

  • Revising the legal and administrative framework

  • Providing participatory monitoring systems.

 

The study included a financial analysis and a business plan for the implementation of the PPP.

  • Expertise in tourism development, the management of protected areas, dialogue with local residents, decentralisation

  • Ecological benchmarks (wildlife – flora)

  • Analysis of different PPP scenarios, simulations and financial assessments

  • Taking stock of hotel infrastructure, water points, existing tourist trails and facilities. Technical and financial proposals for improvements

  • Leading a national workshop to present the results of the study.
