The Government of Rwanda initiated a project aimed at the improvement of access to energy for rural communities, through the electrification of approximately 300 schools by solar photovoltaic systems.
The subject of the tender contract is the supply, delivery, installation, commissioning and maintenance by the contractor during the warranty period of photovoltaic and electrical equipment for these schools located in rural and remote areas of the country.
The main components are:

300 full PV systems including PV panels, power inverter, batteries

Regulation and control systems, mechanical support, fencing, shelter for equipment, electrical protection, cabling, lights, switches and plugs. A one size system will provide 1.6 kWp

Installation and commissioning of all systems under the responsibility of the Contractor (subcontracting to local companies authorised under specific conditions)
All maintenance services during warranty period.

Description of Provided Services within the Assignment:
The Consultant has provided an expert in photovoltaic systems to present a technical expertise to the Evaluation Committee. He has provided, independently from the other Committee members, a technical evaluation report.
Before the bid evaluation, the Consultant has visited several schools in order to have a detailed opinion of the technical and facility constraints of the intended procurement.
He participated to the opening and the evaluation of technical bids, and the opening of financial bids.
