Algeria’s economy has been evolving from a planned to market economy.
This has coincided with economic growth driven by windfalls in the petroleum industry, a key sector of the Algerian economy.Algeria has accordingly launched programmes including PME II, which aims to upgrade enterprises and modernise trade and business institutions.
PME II builds on the previous EDPME programme which initiated this process, by developing financial guarantee mechanisms and assistance to the Ministry of MSME and crafts.
PME II aims to enable Algerian MSMEs to regain domestic markets and expand internationally. This will be achieved by:

Implementing a quality/standardisation process for concerned institutions (IANOR, ALGERAC, ONML);

Assisting in market development for MSME support services (strengthening of technical centres and professional associations for priority industries);

Technical assistance for the institutions involved in the upgrading of MSMEs.
For MIPMEPI, TA to the:

National Quality Programme (federate and coordinate national players);
-
National Calibration Programme (Key steps, industrial calibration);
-
Setting up the National Calibration Office (reference guidelines available in Algeria);
-
Setting up Industrial Technical Centres (ITC).
For IANOR (Algerian Institute for Standardisation), TA to the:

Propagation of norms to end users (communication, diffusion, training, and user guides to pilot users);

IANOR upgrading (organisation, SMQ, training, follow up, training, accreditation, and follow up);
-
IT/Data transmission system (architecture, database, Internet, e-sales and commerce).
Technical Assistance to SME/SMI and Development of new Information Technologies for the PME II Program
Provided Services
Description of Provided Services within the Assignment:

Provide Training seminars to CGCI and FGAR credit guarantee funds and beneficiary banks;

Provide IT architecture review and implementation study for Credit Guarantee Funds;

Prepare an annual programme estimate for the component quality/standardisation;

Implement a quality process in priority industries;
-
Enhanced / trained staff of the quality infrastructures (standardisation, certification, accreditation, metrology, conformity assessment, market surveillance) : IANOR, ALGERAC, ONML, CTI;

Drafted terms of reference and manage short-term technical assistance;

Review national quality strategy and assist for its implementation;

Organise Study visits to France to visit fairs, markets and technical centres.
